nesting groups

i am trying to nest groups of objects with no closed outlining curve, is this in any was possible? each curve is its own single curve.i have over 400 parts similar to this that are each in their own group.is there anyway to trace the outline of the group to get a closed outer curve?the layer and cutting order is very important aswell. See More
